Public Call for the Award of Donations 2024

BASIC INFORMATION ABOUT THE PUBLIC CALL

TANKERSKA PLOVIDBA d.d., a shipping joint-stock company, Božidara Petranovića 4, 23000 Zadar, OIB: 44952903763 (hereinafter: the Company), wishing to support quality humanitarian, cultural, educational, health, scientific, and other projects and programs that contribute to the well-being and improvement of the quality of life of the community, hereby announces a Public Call for the Award of Donations in 2024 (hereinafter: the Call).

FORMAL CONDITIONS OF THE CALL

Eligible applicants are:

Civil society organizations based in the Republic of Croatia: associations, foundations, religious communities, artistic organizations, private non-profit institutions, whose activities are aimed at the general well-being and improvement of the quality of life of the community, and who require financial assistance for the realization of projects within the specified program areas of funding;

Institutions based in the Republic of Croatia (e.g., kindergartens, schools, universities, student dormitories, nature parks, tourist boards, private institutions, museums, libraries) that are not covered in the first paragraph, but are eligible applicants for financing programs and projects in accordance with the terms of the Call;

who meet the following conditions:

that their statute, in the section where they list the activities by which they will achieve their goals, clearly states activities that are consistent with the Call's funding area;

have the legal, financial, and operational capacity, as well as human resources, to implement the project;

have no debts to the Company and/or related companies, nor are they in dispute with the Company and/or related companies (or their related persons/organizations/companies), nor have they violated the provisions on the earmarked use of the Company's funds based on previously concluded donation agreements;

duly fulfill their obligations to pay due contributions for pension and health insurance, as well as taxes and other public levies to the state budget, and whose accounts are not blocked (or their related persons/organizations/companies);

that neither the applicant nor the persons authorized to represent the applicant are subject to criminal proceedings and/or have been legally convicted of misdemeanors or criminal offenses;

that they are registered for the performance of activities and actions that are the subject of funding.

Natural persons, citizens of the Republic of Croatia who have duly registered permanent and temporary residence in the Republic of Croatia - solely for health needs;

State administration bodies and local and regional self-government bodies - only if the activities concern the following subject/purpose: humanitarian, educational, scientific, health (e.g., treatment), respect for human rights and diversity and prevention of discrimination, environmental protection and sustainable development, promotion of civil society development.

Eligible applicants who simultaneously engage in economic and non-economic activities (a service of general social interest) may only apply for projects or programs related to non-economic activities, and the allocated funds may not be used for the development of economic activities, i.e., the realization of economic benefits by participating in the market for goods and services.

The following are not eligible to apply for the Call: commercial companies, craftsmen, as well as branches, subsidiaries, and similar organizational forms of associations that are not registered in accordance with the Law on Associations and do not have legal personality; political parties, citizens' associations, citizens' lists or individuals, as well as civil society organizations and institutions:

that are organized with the aim of achieving political goals;

that support racial, religious, minority, or any other discrimination contrary to the Constitution and law;

that organize events that are offensive to public morals or illegal;

that have any debt to the Company and/or related companies or are in dispute with the Company and/or related companies (or their related persons/organizations/companies);

that have, through their previous work, harmed the reputation of the Company or caused it material damage or have not fulfilled their obligations under previously concluded donation agreements (or their related persons/organizations/companies);

that could harm the reputation of the Company or the business interests of the Company;

against whom (the applicant and persons authorized to represent the applicant) criminal proceedings are being conducted and/or who have been legally convicted of misdemeanors or criminal offenses;

whose founders are, or whose decision-making bodies include, members of the Company's Management Board and/or members of the Company's Supervisory Board, as well as persons related to them;

that have not fulfilled the obligation to pay due contributions for pension and health insurance, as well as taxes and other public levies to the state budget, and whose accounts are blocked (or their related persons/organizations/companies).

Submitted projects/programs must relate to activities implemented in 2024.

DURATION OF THE CALL

The Call is open from March 15 to April 15, 2024.

The deadline for submitting applications is April 15, 2024, by 4:00 PM.

The expected deadline for publishing results on www.tankerska.hr is June 1, 2024.

PROGRAM AREAS FOR DONATION AWARDS

Education, Science, and Upbringing – educational projects/programs, international manifestations of children's and youth creativity, organization of extracurricular and out-of-school activities, scientific projects, fostering creativity and innovation, civil society development projects, training citizens for information and communication technologies;

Culture, Cultural Heritage, and Art – fostering cultural and artistic creation, preservation of national and local cultural heritage, assistance to talented artists;

Environmental Protection – projects/programs promoting energy efficiency and environmental knowledge, projects improving the state of the environment, projects protecting people and property;

Humanitarian Projects (health, social welfare, human rights) – charitable projects/programs and activities of importance for the elderly, sick, poor, and infirm persons and persons with special needs; protection and promotion of health, assistance to the ill, support for persons with disabilities, safety of children and youth, prevention of violence among children and youth, educational work with children and youth with special needs, protection of the rights of socially vulnerable groups and marginalized and neglected groups of inhabitants;

Animal Protection – reduction of the number of abandoned and lost pets, protection of the life, health, and welfare of animals, ensuring care for animals, especially abandoned and lost pets and free-roaming cats;

Sport – encouraging and promoting physical culture and sports activities (especially activities for children and youth for health improvement).

When implementing project/program activities, the applicant must ensure respect for the principles of equal opportunities, gender equality, and non-discrimination, and develop activities in accordance with community needs.

Note: Project activities must be carried out in the Republic of Croatia.

ELIGIBLE COSTS TO BE FINANCED BY THIS CALL

Only actual costs incurred during the implementation of the project/program can be financed by the funds of this Call. When evaluating projects, the necessity of the indicated costs in relation to the planned activities, as well as the realistic amount of the stated costs, will be assessed.

Eligible costs:

human resource costs (salary and compensation costs);

travel costs for project activities (travel expenses, daily allowances, accommodation with breakfast costs);

costs of purchasing equipment and goods;

other costs necessary and directly related and essential for the implementation of project activities (education for key users, costs of monitoring and evaluating project implementation, graphic services, promotional services, materials for activities, etc.).

Ineligible costs:

costs not foreseen by the Agreement and the terms of the Call;

costs not planned to be covered by the donation funds requested from the Company in the cost estimate submitted with the Donation Application Form;

other costs not directly related to the content and objectives of the project;

representation costs;

costs of food and food items (e.g., catering, dinners, participant meals, groceries, etc.) and beverages (e.g., water, juices, refreshments, alcoholic beverages, coffee, etc.).

The aforementioned ineligible costs incurred during the implementation of the project/program will not be financed through this Call.

GENERAL SELECTION CRITERIA

When evaluating submitted applications, the following general criteria will be applied:

quality of the project/program proposal and its contribution to achieving the Company's goals;

originality, degree of innovation and progress, and realistic and transparent financial estimates;

contribution of the project/program to the overall development of the community;

strategic importance of the project/program and their ability to advance the program area;

value of other submitted projects and programs;

contribution to the affirmation of the overall values of the community.

APPLICATION FOR THE CALL

Application for the Call is made by filling out the Donation Application Form available on the Company's website.

All interested parties have the right to apply with only one project.

Approved donation funds for a single submitted project may not exceed EUR 10,000.00, and it is not permitted to request a larger amount from the Company in the application.

Applications sent after the deadline will not be considered.

The Donation Award Committee will consider only those applications that are complete, received within the prescribed deadline, and meet the other conditions of the Call.

The Company reserves the right to cancel the Call without special explanation until the public announcement of the results on the Company's website.

Call documentation - mandatory attachments:

Completed Donation Application Form

Proof of registration (official or unofficial extract from the competent register / registry / records, a valid and complete printout of all pages of the extract from internet pages in .pdf format) valid at the time of submitting the application for the Call. (Note: If the person authorized to represent the applicant stated in the Donation Application Form is not the same as the person/s stated in the extract from the competent register, or their mandate has expired, or if there is a change in the person authorized to represent during the tender procedure, applicants are obliged to submit a valid document with the Donation Application Form from which it is evident, i.e., from which it is proven who is actually the authorized person to represent the applicant. If such a document is not submitted, the application will not be considered).

List of additional attachments that the applicant deems relevant for clarifying the project being submitted:

Materials, publications, newspaper articles, and other documentation describing the applicant's work.

An application is considered valid if all mandatory fields in the Donation Application Form are correctly filled in and the mandatory attachments are submitted as required in the Call and the Call documentation. In addition to the mandatory documentation, other documents that the applicant deems necessary for a better understanding of the project may also be attached to the Donation Application Form.

Applications are submitted electronically. Complete application documentation for the Call must be sent to the email address: sponzorstva.donacije@tankerska.hr with the subject line "For the public call for donations of Tankerska plovidba d.d. in 2024".

An applicant who has submitted the application with accompanying documentation via email is obliged, if requested by the Company, to provide the original for inspection.

Applicants who are shortlisted by the Donation Award Committee will be asked to submit additional documentation to confirm compliance with the prescribed conditions of the Call:

Certificate from the Ministry of Finance - Tax Administration on the absence of debts based on public levies, not older than 30 days from the date of submitting the application for the Call;

Certificate from the competent court that no criminal proceedings are being conducted against all persons authorized to represent the applicant, nor have they been legally convicted, as well as a statement of no criminal record; not older than 30 days from the date of submitting the application for the Call.

Other documents may be requested as needed.

Applicants are obliged to submit the requested documents to the email address sponzorstva.donacije@tankerska.hr with the subject line "For the public call for donations of Tankerska plovidba d.d. in 2024" within 8 (eight) calendar days from the date of sending the notification to their email address specified in the application form for the Call.

Those who do not submit the requested documents within the specified deadline or whose submitted documents are not valid will have their donation applications rejected.

By submitting documents, the applicant assumes sole responsibility for the truthfulness of the data in the application and assumes responsibility for the rejection of the application in case of establishing the untruthfulness of the submitted data and/or documents.

NOTIFICATION OF THE DECISION ON DONATION AWARD

The results of the Call will be published on the Company's website www.tankerska.hr after the completion of the donation award process.

All eligible applicants whose financial resources have not been approved will receive an electronic notification within 8 (eight) calendar days from the date of the decision.

CONCLUSION OF THE DONATION AGREEMENT

The Company will inform selected applicants by email about the amount of allocated financial resources and will send them draft donation agreements for signature and conclusion in case of an approved donation exceeding EUR 2,000.00.

The agreement will, among other things, define the subject of the Agreement, the deadline and method of payment of funds to the donation recipient, the obligation of its earmarked spending of donated funds, the deadline and method of submitting reports on implemented activities and spent funds, the Company's waiver of direct or indirect responsibility for damages arising from any activity of the recipient in the implementation of the project, and the method of dispute resolution.

The signed agreement by the donation recipient must be sent by mail within 30 days to the address: Tankerska plovidba d.d., Management Office (for donations), Božidara Petranovića 4, 23000 Zadar.

PROTECTION OF PARTICIPANTS' PERSONAL DATA

The processing of personal data within the donation procedure is carried out in accordance with the provisions of (EU) 2016/679 General Data Protection Regulation, the Law on the Implementation of the General Data Protection Regulation (NN 42/2018), and other valid regulations, especially regulations on personal data protection. By applying for the donation call, the applicant confirms that they are familiar with the Privacy and Personal Data Protection Policy of Tankerska plovidba d.d. which is published on the Company's official website at www.tankerska.hr under the section About Us/Values and Policies.

All submitted documentation related to donations is considered confidential and, as such, cannot be made available to third parties, except in proceedings in accordance with the mandatory regulations of the Republic of Croatia.

DISPUTE RESOLUTION

In case of a dispute between the Company and the applicant for the donation award, the Municipal Court in Zadar has jurisdiction. The authentic interpretation of the provisions of this Call is determined exclusively by the Company.

FINAL PROVISIONS

Upon the Company's request, the applicant is obliged to submit a report on implemented activities and spent funds in accordance with the provisions of the Donation Agreement, i.e., appropriate documentation showing that the donation was spent for its intended purpose.

Based on this Call, there is no right to the award of donations, and the Company reserves the right not to award a donation to any of the submitted projects.
